Abstract
Sr. Presidente, Sr. Embajador, señoras y señores. Estoy consciente del gran honor que me ha hecho el Instituto de Investigaciones Legislativas, invitándome a dar esta serie de conferencias. Quiero primeramente dar las gracias al presidente, Nicolás Reynés Berezaluce; al director del Instituto, el diputado Joaquín Contreras Cantú y al secretario general del Instituto, el diputado Francisco Berlín Valenzuela.
