Abstract
Es incuestionable, que el estado moderno se estructura y organiza en base a las leyes llamadas constitucionales, Códigos Políticos, Cartas Magnas, leyes fundamentales, en las que descansan los principios que las leyes secundarias o reglamentarias se encargan de regular con un lenguaje jurídico.
